The longer answer is that the City's version of the internet is kind of archaic in that it really only seems to have information pertaining to locations (phone numbers, addresses, services), the directory, and open to all (but cannot be hacked). It holds somewhat useful apps such as a dictionary, and some older Atari-esque games (Asteroid, Pong, Pitfall). However, there does seem to be a funny little icon somewhere in your menu that when tapped, doesn't lead or open to anything. Rumour is that it might be what helps a foreign language speaker get messages through whilst in the Tower district, but that has not yet been confirmed or denied.
